Sea Time Requirement for B.Sc degree Deck Cadets

Sea Time Requirement for Deck Cadets undertaking one year Diploma in Nautical Science leading to B.Sc degree programme in association with IGNOU or six months pre sea training at DGS approved training institutes.


1. The Director General of Shipping has approved the Diploma in Nautical Science programme leading to bachelor degree in Nautical Science in collaboration with the Indira Gandhi National Open University (IGNOU) vide training circular number 20 of 2004. The first batch has since started from 2nd August 2004.The details of the sea time requirement for the eligibility of the cadets for Second Mate Certificate of Competency is as follows.
  1. Pre-Sea Stage: Cadets will undergo residential programme at their respective training institute for period of twelve months and complete their semester 1 and semester 2. The successful candidates of semester 1 and semester 2 shall be awarded "Diploma in Nautical Science" and credited with 36 credits.
  2. Sea Service. : Cadets are required to undergo at least 18 months of sea service on board ships to complete their semester 3,4 and 5. The onboard structure training programme shall be conducted by way of distance learning programme by the respective institutes in co-ordination with IGNOU. The examination of semester 3,4 and 5 shall be conducted by IGNOU on a schedules date and months every year. The respective dates/ months of the examination and the examination centres will be informed by IGNOU. The successful candidates of semester 3, 4 and 5 will then be awarded "Advanced Diploma Nautical Science" and credited with 54 credits by the IGNOU.
  3. Post -Sea Education : On completion of minimum sea service of 18 months, cadets will be eligible to join the post-sea training / education of 4 months in any of the approved training institutes which are conducting post sea training. On successful completion of post sea training of 4 months duration, the cadets will then be eligible to undertake the Certificate of Competency (COC) examination of Second Mate (F.G) as conducted by the Mercantile Marine Department. (MMD) On successful completion of written and oral examination and all required Modular Courses under the STCW-95 convention, the cadets will be awarded Certificate of Competency by the Directorate General of Shipping, credited with 36 credits and awarded Bachelor Degree in Nautical Science by the IGNOU.
2. The cadets who do not pass any of the first five semesters of IGNOU are eligible to repeat their examination as and when such examination are conducted by IGNOU. However in case the cadet wishes to undertake the Second Mate (F.G.) Competency Examination without passing any of the semesters examination of IGNOU, they are then required to complete the prescribed sea time requirement of 30 months.

3. The cadets who have undergone pre sea training of six months at an IGNOU-DGS Cadets Scheme or other DGS approved pre sea training course of 6 months, will be permitted to undertakes DGS approved ship board structure training programme from any DGS approved distance learning programme institute to be eligible for 12 months of sea time remission. Such candidates who have not undertaken any structure training programme after their pre-sea training are required to complete 36 months of sea time requirement to be eligible for post-sea education/ training and Second Mate Certificate of Competency (COC) Examination.
